? Section 1: Title and Extent of Operation

The law is officially called the Pakistan Penal Code (PPC).

It is applicable throughout the entire territory of Pakistan, including all provinces, federal areas, and tribal regions.
? Section 2: Punishment of Offenses Committed Within Pakistan

Any act or omission against the PPC within Pakistan is punishable under this Code.

No one can be punished under any other criminal law for acts committed in Pakistan except as provided in the PPC.
? Section 3: Offenses Committed Outside but Triable Within Pakistan

If a person commits an offense outside Pakistan, but is liable under Pakistani law, they can be tried in Pakistan.

Such offenses will be dealt with as if they were committed inside Pakistan.
? Section 4: Extension to Extra-Territorial Offenses

PPC applies to the following outside Pakistan:

(1) Pakistani citizens.

(2) Persons in the service of Pakistan.

(3) Any person on a ship or aircraft registered in Pakistan, regardless of where the offense is committed.

Includes offenses committed abroad that would be crimes if committed in Pakistan.
Illustrations:

A Pakistani commits murder in Uganda → Can be tried in Pakistan.

A Pakistani government servant commits murder in London → Can be tried in Pakistan.
? Section 5: PPC Not to Affect Special or Local Laws

PPC does not repeal, change, or override:

Laws for punishing mutiny or desertion by soldiers, sailors, or airmen.

Any other special or local law in force.
