Meaning of Public Policy
Public policy refers to a deliberate course of action adopted by a government to address public problems and achieve collective goals. It guides government decisions concerning areas such as education, health, security, taxation, employment, environmental protection and economic development. Public policy may involve taking action or intentionally deciding not to intervene in a particular matter.
Definitions of Public Policy
Thomas R. Dye defines public policy as “whatever governments choose to do or not to do.” This definition emphasizes that government inaction may also represent an official policy choice.
James E. Anderson describes public policy as a purposeful course of action followed by governmental actors in dealing with a public problem. Similarly, William Jenkins views it as a set of interrelated decisions taken by political actors regarding goals and the means of achieving them.
Major Features
Public policy is formulated by authorized public institutions, including the legislature, executive, judiciary and administrative agencies. It is goal-oriented, legally supported and directed towards matters affecting society. It is broader than a single decision because it usually consists of interconnected laws, rules, programmes and administrative measures.
Public policy is also dynamic. It may be revised when social needs, political priorities, economic conditions or public expectations change. For example, Pakistan’s education, investment and climate policies provide frameworks for government action in their respective fields.
