The Objectives Resolution was passed by the Constituent Assembly of Pakistan on 12th March 1949 under the leadership of Prime Minister Liaquat Ali Khan. It laid down the ideological foundation of Pakistan and served as a preamble to all future constitutions of the country.

The Resolution declared that sovereignty belongs to Allah Almighty and that authority would be exercised by the people of Pakistan within the limits set by Him. It aimed to establish a democratic, Islamic state ensuring freedom, equality, and justice for all citizens regardless of religion, caste, or race.

Key features included:

  • Sovereignty rests with Allah

  • Democracy, freedom, and equality as fundamental principles

  • Protection of minority rights

  • Laws to be framed in accordance with Islamic principles

  • Emphasis on independent judiciary and rule of law

Though hailed by many as a necessary Islamic framework, it was criticized by minorities who feared marginalization. However, the resolution was adopted as the preamble to Pakistan’s 1956, 1962, and 1973 constitutions.

The Objectives Resolution is seen as a cornerstone in Pakistan’s constitutional history, blending Islamic ideology with democratic governance and shaping the country’s future political trajectory.
